About Dr. Collier:

Dr. Crystal Collier is an expert in adolescent brain development, prevention programming, parent coaching, addiction, family-of-origin work, and training new counselors. In 2020, she published her long-awaited neurodevelopmental prevention book, The NeuroWhereAbouts Guide, for parents and families who want to prevent youth high-risk behavior. A person in long-term recovery, Crystal has first-hand experience engaging in risky behavior as a teenager. After entering recovery at age 18, Crystal began studying everything she could get her hands on to understand why she had made such back choices and what families could do to prevent youth from engaging in high-risk situations.

Southeast Harris Community Coalition (SEHCCC) exists to serve as a

community-wide effort aiming to prevent and reduce the harmful impact of alcohol, tobacco,

and other drug abuse in youth within our communities.

We implement these efforts by utilizing community-based, environmental prevention strategies.

These strategies are research and scientifically based and are proven to work on a national and local level. SEHCCC relies on effective community partnerships and collaborations to effect change in community norms and perceptions, access and availability, and policies and regulations. Some of these strategies include: outreach and education, reducing underage drinking by conducting compliance checks and responsible beverage service campaigns to retailers, and positive messaging campaigns, only to name a few.

SEHCCC serves the following communities: Deer Park, LaPorte, and Baytown.

SEHCCC  serves the following community sectors: business community, civic and volunteer groups, concerned citizen, faith community, government agencies, health care professionals, law enforcement, media, parents, recovery community, schools and educators, young adults (aged 18–24), youth (younger than 18), and youth-serving community organizations.

The Drug-Free Communities (DFC) Support Program

DFC is the nation’s leading effort to mobilize communities to prevent and reduce substance use among youth. Created in 1997 by the Drug-Free Communities Act, administered by the White House Office of National Drug Control Policy (ONDCP), and managed through a partnership between ONDCP and CDC, the DFC program provides grants to community coalitions to strengthen the infrastructure among local partners to create and sustain a reduction in local youth substance use.

The DFC program is aimed at mobilizing community leaders to identify and respond to the drug problems unique to their community and change local community environmental conditions tied to substance use

The DFC program objectives:

  • Establish and strengthen collaboration among communities, public and private non-profit agencies, and Federal, state, local and tribal governments to support the efforts of community coalitions working to prevent and reduce substance use among youth.

  • Reduce substance use among youth and, over time, reduce substance use among adults by addressing the factors in a community that increases the risk for substance use and promoting factors that minimize risk for substance use.

Coalitions’ activities are guided by the Strategic Prevention Framework and the Seven Strategies to Affect Community Change. These frameworks acknowledge that environmental contexts impact the risk of youth substance use. In assessing the complex environmental contexts, we recognize that the way communities are structured affects our health. By understanding environmental contexts, coalitions can better address risk factors for youth substance use and ensure their communities are places where youth can thrive.

Target Population: High School youth

Location: City of La Porte, Texas
